HIMS stands for human intervention motivation study. It is a program assisting airmen who perhaps may otherwise not qualify to fly. A subset of AME physicians provide this specific service assisting pilots with the following items:

Depression/Anxiety with use of SSRI

Depression/Anxiety without use of SSRI

PTSD

ADD/ADHD

HIV
Yes, you can fly with the above conditions. However, the FAA has established regulatory guidelines to obtain a medical certification.

Before 2003, it was determined that any of the above cases were immediately disqualifying and the loss of a medical certificate, thus the end of some pilots or aspiring pilots flying careers.
